About Dean Pallen
For well over a decade, Mr. Pallen has been a leading specialist on environment and enterprise development issues. The influence of his work goes beyond his own assignments as his publications and training manuals are widely used by international agencies and development practitioners.
He began his international career as a community development specialist following graduation in 1987 from Carleton University with a Masters of Social Work degree. Since obtaining his graduate degree, he has maintained a strong professional focus on promoting enhanced environmental planning as a conduit to improving the well-being of families, communities, and individuals in support of entrepreneurial opportunities. Over the years, the focus on enterprise development and the environment has become an increasing part of his work while expanding his experience into other areas, such as project evaluation and specialized issues like climate change.
Professional experience includes the following highlights:
- Principal of a small research, writing and consulting firm started in 1993, specializing in the fields of sustainable development, climate change, urban planning, and environment and enterprise development.
- Capable of delivering professional services in French, English and Spanish as demonstrated by numerous assignments in both Spanish-speaking and Francophone countries. This includes project evaluations.
- Environmental training and capacity building of financial institutions in South, Southeast and Central Asia.
- Trainer for USAID in sound environmental design and cleaner production in Asia and Africa.
- Former Programme officer for UNICEF Madagascar responsible for overseeing UNICEF’s first attempt at environmental-based programming.
- Technical Adviser to CIDA’s South Asia Micro-Enterprise and Environment Programme providing expertise relating to the environmental management of small-scale enterprises.
- Coordinator of the donor agencies’ Working Group on Micro-Finance and the Environment that was created by donor groups as a follow-up initiative to the first Micro-Credit Summit. Keynote speaker at the last two Micro-Credit Summits on the issue of micro-credit and the environment.
- Clients have included the U.K. Department for International Development (DFID), Canadian International Development Agency (CIDA), U.S. Agency for International Development (USAID), United Nations Development Programme, UNESCO, the Aga Khan Foundation of Canada, and various Canadian universities. He also has been a project officer for CIDA and UNICEF.
- Worked in more than 20 countries, with assignments of more than three months in Madagascar, Ghana, and India.
